The park is for the exclusive use of electrically powered motorcycles which are virtually silent and would form a viable option for many of the current petrol powered motorcross owners and enthusiasts.This would surely help reduce illegal riding of motorcycles in the area and provide a legitimate non-noise making option for off road motorcycle enthusiasts. I rode at a Quantya park in Germany and while turning laps, I could here the neighbor, with his gas burning lawn mower, over my bike.

So I guess they should BAN lawn mowers too!

Electric off road bikes are the way of the future. I've ridden one - no noise no disruption - you could live next door and have no idea that an event was taking place. From a legal viewpoint this is a wholly irrational decision that a competent authority could not reach.
Incidentally you would do better to get people (especially your employees and try and find some local people also)to actually write in and support your application. If there are written supporters more likely to succeed in your appeal.

This is tomorrows world today!. The Bikes are silent, and don't leak oil.
If the main concern is access, then talks with the management with legal assurances that the park would only be used by pre-booked groups, should take care of any worries that the locals might have.
Or as an alternative, a temp licence could be given for 3 months, during which the site could be monitored.

It is almost laughable that planning permission was not granted for this project.

I would like to offer my support for a venue using only electric off road bikes. Such a venue would provide an excellent and environmentally friendly activity.

I am very familiar with both off road motorcycles as I ride a motor cycle trials bike and planning matters as I am an architect.

I can understand the concerns of residents as the idea of motorcycles always seems to equal noise. However in this case noise would be entirely absent.

The matter of access to any venue can be examined with the appropriate professional advice of experts in traffic movements road use. The type of road, the numbers generated by any activity or use can be quantified.

I would not like to think that the LPA (Local Planning Authority) would use anything but their normal criteria when assessing this traffic impact.

I suggest that members of the local parish council and other interested persons should be invited either to an electric bike race or to a demonstration event.

I expect a noise meter will be unnecessary!

What an utter load of....

It's Ok to fill the countryside with hundreds of thousands of fringe land horse paddocks, loose boxes and burning piles of horse manure..with horses sitting idle most of the time farting away and producing more environmentally damaging emissions than a LandRover freelander doing 30,000 miles a year!!!

Yet a quiet, low impact electric bike that produces NO emissions at point of use is deemed more of an issue.

OK then for a local ploughing match, car boot sale, WI tea sale etc.. that will produce more traffic than the proposed park would!

OK then to put up 120 meter tall wind turbines in the most scenic areas of the UK..

A bit of lateral thinking then.. Get together with a wind farm.. build your track around and between the turbines and use some of their direct energy production (Hahaha..you might not get a full charge though..).. They can't object on any visual or noise issues and the landowners giving permission for the turbines are already cash hungry and paying them rent for use of land blighted by the turbines will be very cost effective as they cant have livestock on them.

Or approach the forestry commission.. they are cash strapped, need new income streams and have plenty of interesting land areas where a quiet, low impact, environmentally friendly use would be VERY attractive..
Trees provide excellent screening and are often on land with excellent access…

This is typical insular thinking and in an era that is promoting environmental change South Stafforshire council have missed an opportunity to promote this ideal rather than rejecting it based on complaints from a previous motocross event. Unfortunately this is typical "association" to motocross bikes whereas the quantya bikes are virtually silent. If the rejection is based on noise the council will have difficulty upholding it. I believe the noise limits from mx bikes is in the region of 98dbA - 5 minutes with a sound meter against the quantya bike will soon prove the council have no grounds for refusing planning permission due to "noise" (what noise?)

Any demonstration of the machines involved would show the benifit of allowing young people to extend their caperbilites in a controlled and secure way. I cannot comment on access, but as people will not be arriving "en masse" there should be no problem.If this this does not go ahead the objectors risk the riders with no where legal to ride SILENT BIKES riding in unatherised places putting themselves and others at risk.Most likely on noisy and unsafe bikes.

Sorry to say but I can't help but feel you have underestimated the work and expense required for making this application serious in the eyes of South Staffs Council or a Planning Inspector and as a result you have now set a negative planning precedent that all other future electric tracks or QuantyaParks have to overcome - Thanks for that !.

To say that 'they never asked for figures' is ridiculous. Take some professional advice on the local road network and YOU provide the figures regardless of being asked.

Did you carry out a full Noise Assessment, Ecology Report, Landscape Impact Assessment, Landscape Plan, Traffic Survey, Business Plan to show viability and job creation etc etc ? These cost several thousands to produce but you'll have to do them. How many pre-application meetings did you have ? These projects can take years of negotiation and presentation to LA's because they are slow to respond - but you have to do it.

To assume that the bikes are low-noise and therefore planning permission will be a formality is just plain stupid and I'm surprised that someone of Mr Bathams business background let it get to the stage of a refusal (the biggest black mark in development you can get). . . .dialogue with the planners would have allowed a withdrawl prior to refusal and then you could have worked on the issues.

This petition is also slightly naive - why will South Staffs consider the views of people from outside of their Borough ? Its not the demand that they doubt - its the appropriate use of the application Green Belt land and road network that clearly concerns them.

Treat this as a vote in favour of electric bike riding areas in general - not for this particular one though, as its taken forward thinking technology but applied backward thinking 'motocross' mentality. .. . .and history tells us that we need to move on from that.

Good luck with your appeal but I'd be inclined to scrap it and start again.
