			<content:encoded><![CDATA[<p><img src="http://www.quantyaparx.co.uk/wp-content/uploads/2010/08/kinver2-web-300x200.jpg" alt="Riding at Kinver" title="Riding at Kinver" width="300" height="200" class="alignright size-medium wp-image-66" /><strong>South Staffordshire Council have refused the planning application for the first Quantyaparx in the UK</strong>. The park was compared to a large motocross event which took place in the area and disturbed neighbours. Obviously a Quantyaparx is nothing like that. Electric motorbikes are silent to start with, and the park would cater to group bookings and corporate events, not big spectator events. We are now in the process of appealing. </p>
<p>“<strong>Electric bikes make no noise, create no emissions and cause no pollution</strong>” said Tim Batham, who submitted the application.  “They are the bikes of the future that we can bring here right now: bikes with no environmental impact, and no noise nuisance to anyone.  There is absolutely no comparison with petrol bikes and motocross events.”</p>
<p>Outdoor Leisure and Tourism is an approved use for greenbelt and for farmland diversification.  </p>
<p><img src="http://www.quantyaparx.co.uk/wp-content/uploads/2010/08/kinver1-web-300x200.jpg" alt="electric motorbikes at kinver" title="electric motorbikes at kinver" width="300" height="200" class="alignleft size-medium wp-image-71" />Much of the concern centred on access. But this concern was also totally unfounded. “None of those concerned with access, such as the Highways Agency and the Parish Council, has asked for any figures whatsoever for likely traffic” said Mr Batham, “they just assumed!  If they had, they would have found that the park would have been used only by pre-booked groups, and certainly not available on an “arrive and drive” basis. Consequently, access would have been under full control, with no unwanted crowds or traffic.”</p>
<p>Corporate bookings would have been a particular target, bringing with them to Kinver the prospect of big economic benefits, for instance, catering facilities and other tourism needs whilst in the area.</p>
<p>Several very much-needed full and part-time jobs would have been created.</p>
<p>“<strong>We were expecting the park to provide a real boost to the economy</strong>” said Mr Batham.  “Bringing fun, jobs and income to the area – but with none of the disruptions normally associated with what would have been an amazing new venture for this area. It is a great shame, and we shall seek to appeal.”</p>

However in this case noise would be entirely absent.<br/><br/>The matter of access to any venue can be examined with the appropriate professional advice of experts in traffic movements road use. Get together with a wind farm.. build your track around and between the turbines and use some of their direct energy production (Hahaha..you might not get a full charge though..).. They can&#039;t object on any visual or noise issues and the landowners giving permission for the turbines are already cash hungry and paying them rent for use of land blighted by the turbines will be very cost effective as they cant have livestock on them. <br/><br/>Or approach the forestry commission.. they are cash strapped, need new income streams and have plenty of interesting land areas where a quiet, low impact, environmentally friendly use would be VERY attractive..<br/>Trees provide excellent screening and are often on land with excellent access…</span></p><p><span class='signature'>JAMES, <br/>Zero emission bikes don&#039;t create noise or pollution so your main argument is massively defunct. Take some professional advice on the local road network and YOU provide the figures regardless of being asked.<br/><br/>Did you carry out a full Noise Assessment, Ecology Report, Landscape Impact Assessment, Landscape Plan, Traffic Survey, Business Plan to show viability and job creation etc etc ?  These cost several thousands to produce but you&#039;ll have to do them.  How many pre-application meetings did you have ?  These projects can take years of negotiation and presentation to LA&#039;s because they are slow to respond - but you have to do it.<br/><br/>To assume that the bikes are low-noise and therefore planning permission will be a formality is just plain stupid and I&#039;m surprised that someone of Mr Bathams business background let it get to the stage of a refusal (the biggest black mark in development you can get). . . .dialogue with the planners would have allowed a withdrawl prior to refusal and then you could have worked on the issues.<br/><br/>This petition is also slightly naive - why will South Staffs consider the views of people from outside of their Borough ?  Its not the demand that they doubt - its the appropriate use of the application Green Belt land and road network that clearly concerns them.<br/><br/>Treat this as a vote in favour of electric bike riding areas in general -
