Riding at KinverSouth Staffordshire Council have refused the planning application for the first Quantyaparx in the UK. The park was compared to a large motocross event which took place in the area and disturbed neighbours. Obviously a Quantyaparx is nothing like that. Electric motorbikes are silent to start with, and the park would cater to group bookings and corporate events, not big spectator events. We are now in the process of appealing.

Electric bikes make no noise, create no emissions and cause no pollution” said Tim Batham, who submitted the application. “They are the bikes of the future that we can bring here right now: bikes with no environmental impact, and no noise nuisance to anyone. There is absolutely no comparison with petrol bikes and motocross events.”

Outdoor Leisure and Tourism is an approved use for greenbelt and for farmland diversification.

But this concern was also totally unfounded. “None of those concerned with access, such as the Highways Agency and the Parish Council, has asked for any figures whatsoever for likely traffic” said Mr Batham, “they just assumed! If they had, they would have found that the park would have been used only by pre-booked groups, and certainly not available on an “arrive and drive” basis. Consequently, access would have been under full control, with no unwanted crowds or traffic.”

Corporate bookings would have been a particular target, bringing with them to Kinver the prospect of big economic benefits, for instance, catering facilities and other tourism needs whilst in the area.

Several very much-needed full and part-time jobs would have been created.

We were expecting the park to provide a real boost to the economy” said Mr Batham. “Bringing fun, jobs and income to the area – but with none of the disruptions normally associated with what would have been an amazing new venture for this area. It is a great shame, and we shall seek to appeal.”

Electric off road bikes are the way of the future. I've ridden one - no noise no disruption - you could live next door and have no idea that an event was taking place. From a legal viewpoint this is a wholly irrational decision that a competent authority could not reach.
Incidentally you would do better to get people (especially your employees and try and find some local people also)to actually write in and support your application. If there are written supporters more likely to succeed in your appeal.

I would like to offer my support for a venue using only electric off road bikes. Such a venue would provide an excellent and environmentally friendly activity.

I am very familiar with both off road motorcycles as I ride a motor cycle trials bike and planning matters as I am an architect.

I can understand the concerns of residents as the idea of motorcycles always seems to equal noise. However in this case noise would be entirely absent.

The matter of access to any venue can be examined with the appropriate professional advice of experts in traffic movements road use. The type of road, the numbers generated by any activity or use can be quantified.

I would not like to think that the LPA (Local Planning Authority) would use anything but their normal criteria when assessing this traffic impact.

I suggest that members of the local parish council and other interested persons should be invited either to an electric bike race or to a demonstration event.

I expect a noise meter will be unnecessary!

What an utter load of....

It's Ok to fill the countryside with hundreds of thousands of fringe land horse paddocks, loose boxes and burning piles of horse manure..with horses sitting idle most of the time farting away and producing more environmentally damaging emissions than a LandRover freelander doing 30,000 miles a year!!!

Yet a quiet, low impact electric bike that produces NO emissions at point of use is deemed more of an issue.

OK then for a local ploughing match, car boot sale, WI tea sale etc.. that will produce more traffic than the proposed park would!

OK then to put up 120 meter tall wind turbines in the most scenic areas of the UK..

A bit of lateral thinking then.. Get together with a wind farm.. build your track around and between the turbines and use some of their direct energy production (Hahaha..you might not get a full charge though..).. They can't object on any visual or noise issues and the landowners giving permission for the turbines are already cash hungry and paying them rent for use of land blighted by the turbines will be very cost effective as they cant have livestock on them.

Or approach the forestry commission.. they are cash strapped, need new income streams and have plenty of interesting land areas where a quiet, low impact, environmentally friendly use would be VERY attractive..
Trees provide excellent screening and are often on land with excellent access…

This is typical insular thinking and in an era that is promoting environmental change South Stafforshire council have missed an opportunity to promote this ideal rather than rejecting it based on complaints from a previous motocross event. Unfortunately this is typical "association" to motocross bikes whereas the quantya bikes are virtually silent. If the rejection is based on noise the council will have difficulty upholding it. I believe the noise limits from mx bikes is in the region of 98dbA - 5 minutes with a sound meter against the quantya bike will soon prove the council have no grounds for refusing planning permission due to "noise" (what noise?)

Any demonstration of the machines involved would show the benifit of allowing young people to extend their caperbilites in a controlled and secure way. Sorry to say but I can't help but feel you have underestimated the work and expense required for making this application serious in the eyes of South Staffs Council or a Planning Inspector and as a result you have now set a negative planning precedent that all other future electric tracks or QuantyaParks have to overcome - Thanks for that !.

To say that 'they never asked for figures' is ridiculous. Take some professional advice on the local road network and YOU provide the figures regardless of being asked.

Did you carry out a full Noise Assessment, Ecology Report, Landscape Impact Assessment, Landscape Plan, Traffic Survey, Business Plan to show viability and job creation etc etc ? These cost several thousands to produce but you'll have to do them. How many pre-application meetings did you have ? These projects can take years of negotiation and presentation to LA's because they are slow to respond - but you have to do it.

To assume that the bikes are low-noise and therefore planning permission will be a formality is just plain stupid and I'm surprised that someone of Mr Bathams business background let it get to the stage of a refusal (the biggest black mark in development you can get). . . .dialogue with the planners would have allowed a withdrawl prior to refusal and then you could have worked on the issues.

This petition is also slightly naive - why will South Staffs consider the views of people from outside of their Borough ? Its not the demand that they doubt - its the appropriate use of the application Green Belt land and road network that clearly concerns them.

Treat this as a vote in favour of electric bike riding areas in general - not for this particular one though, as its taken forward thinking technology but applied backward thinking 'motocross' mentality. .. . .and history tells us that we need to move on from that.

Good luck with your appeal but I'd be inclined to scrap it and start again.

The inevitability of these green forms of transport or recreation where environmental sensitivities are the primary driving factor has been concluded and funded heavily to change our world for the better.

Quantya have a part to play in this very important and delicate message and as such are part of a group of leaders and should be supported in any educative recreational project like concept of motorsport changing over to silent clean acceptable vehicles that leave no negative footprint environmentaly or socialy.

I therefore see a lot of good PR and education coming from this type of event and ask you to re-consider the application as being a forward thinking local authority has other benefits.

I and my family had many happy hours in Ramsau Austria with quantya bikes on their track. In this beautiful area with clean mountain air the electric bikes made no impact on the surroundings we were located only 200 yards from the track and would not have known it was there until you chose to visit it.

In an age where obesity is becoming a major issue, opposing any type of sporting activity that encourages kids and adults alike to get off their backsides is surely to be applauded. I don't understand the opposition to motorbikes in the UK and especially in this case the use of a clean, silent electric alternative is myopic.

Great idea,people need somewhere to ride ,although iv always been into normal off road bikes ,but the problem being noise its hard to get somewhere to ride with people moaning about the noise so can't see why anyone would moan about this track !! they moan about kids sitting in front of the tv or roaming the streets ,this track would benefit people of all ages give them something to do and bring money into kinver .im for it 100%

Yes - I am an objector. I looked carefully at the application submitted. Sorry it provided less detail than I would have expected. You accuse people of nimbyism - well you can't help that. People live in the countryside often for reasons to do with rural peace and quiet.

The arguments of 'it brings in money/employment etc' won't work - it never is for local people - it is for people who live outside the area. The market is for co-orporate clients (isn't it). Sorry we don't tend to use the local area onlyfor anythi ng but the actual event so there is very little local benefit. The application says there won't be any general use so there can't be any local spin off. So sorry - you can't have it both ways.

As to the appearance. I have looked at the appearance. Looking at the pictures I am afraid local people do think that they do nothing to improve the countryside; rather they show scarring of the landscape.

As another positive thought - did the developer think of trying to get local people on-side by holding an exhibition meeting with plans, pictures, people on hand to answer questiona and allay fears. The local council holds consultation sessions; at least it is in touch.

I am quite happy that people are giving their views, but how many are really local?

I think this is a great idea. I bet the majority agaisnt this proposed plan never realised that there used to be petrol motorbike (enduro/trials) events held down kingsford lane only as recently as a few years ago.
As for the road infrastructure being inadequate it dosnt seem too cause any problems for the amount of horse wagons around this area.

Putting this site in place and allowing people to safely use virtually silent motorbikes, under supervision is the way forward. Refusing access won't stop people using the site for scrambling, they'll just be doing it illegally. It makes sense to put the site up, at least then it will be properly managed, kept clean and bring some much needed money into the region (and maybe create a few jobs). I think its a shame that nobody bothered to find out the real implications of a business like this coming to the area. Lets go green and show everyone else that we're leading the way forward!
